AVOW is produced by the African Ministers' Council on Water (AMCOW), founded in 2002 to promote water security and socio-economic development in Africa. AMCOW provides leadership, policy direction, and advocacy on Africa's water resource management and water supply services. Its organs and structures serve as the working group on water and sanitation on the African Union's Specialised Technical Committee (STC) on Agriculture, Rural Development, Water and Blue Economy.
